Aixro XR50 only weighs 32 pounds produces 36lb of torque and 46ish Hp but can easily be support 90hp. It is a rotary and has a red line of 9k rpm

No, because the engine output is not sufficient.

Real life ducted "fan jet pack" Like the Martin Jet Pack have much more powerful engines. The Martin, for exmaple uses a 200hp Engine.
