Is the harmonic balancer on a toyota corolla supposed to have any play (move in and out from the engine)?

I had belt troubles on my 96 Toyota Corolla and when I took them off to replace them I noticed that the Crankshaft Pulley or Harmonic Balancer moves in and out from the engine. Is this normal? What could be the problem?

I'm not familiar with that car / engine. However, the harmonic balancer is not typically supposed to move once it's installed. The harmonic balancer has a rubber sleeve between the yoke and the pulley that takes out any of the slight balancing issues
